Here's how I understand those terms (but get a 2nd opinion )


Base to Hit is how likely your attack will result in a hit or miss before any modifiers are added/subtracted. So, if your weapon/pet's base to hit is 50%, you have a 50% chance of hitting your target. There are different types of modifiers that can increase or decrease the chance to hit: skill level bonuses, target's weaknesses/strengths, type of attack, etc etc. So, while your base chance to hit is 50%, your real chance to hit could actually be much greater or lesser.


Effectivenessaffects how much damageyour attack will do. Your weapon/pet has a range of damage it can do, i.e minimum 69 to maximum 169. The more effective the attack, the more damage that will be done.
