well rugged, you are coming into CH during dark and forbodingtimes.
to answer your questions:
The max lvl a CH can call/tame is 70. What lvl is your rancor? If you cannot call it, it is probably because it is above 70. A ch can have at a max of 3 pets that equal 70. So, you could have 2 lvl 25's and a lvl 20, or any other combo as long as it does not go over 70.
as far as the lack of ability to tame the rancor, not sure on that one. it might be yet another bug.
Be aware that alot has changed in 5 months for the game in general and CH specifically. I feel, along with a few others, that CH has gotten the shaft recently.

Actually there were a few minor fixes before the CU, but they've all been un-done and broken further with it. Vit loss in PvP is back with a vengeance, pets doing normal damage in PvP again is mitigated by the fact everyone does non-mitigated damage now, and just about the only fix there waswhich is still with usis pet sounds not working during the JTL beta.
Also, some of your extincts are now "Balanced" no dought, leaving them with an uncallable level. I've started to get worried every time a patch note says "Balanced so and so".....
