Thats correct, they are both level 25. You need a pet level of 50 which mean you'll have to be three fourths of the waty up the CH tree.

You need at least level 3 in pack management [4th tree] in order to call 2 pets. I do not know what the wrix's cl is, but a wild GSP is cl25, so your max pets level would have to be at least 50.
