What stats are lost when a pet loses vitality?
Does CL drop as well?
I seem to remember reading something about vitality healing, but I can't remember who will do it or what it will require.

Yes you can fix vitality similar to how you can repair armor or a weapon. You do this with a vitality pack made by a Bio Engineer. When your pet's vitality is damaged you will notice that an option comes up on the datapad radial for "use vitality pack". If you have one in your inventory and click that option it will "repair" your pet.
Just remember that like armor or weapons, the pets max vitality degrades with each "repair".
Yes, they have said that HAM loss from Vitality dmg will be changed to scale by percentages. Right now the pet loses HAM with each hit to Vitality. Not sure when this fix will go live though.

It's a shame lowered vitality doesn't lower the CL.
There are surely some people out there would would love to have a certian species of pet which isn't available at or below CL15, if for nothing else than Role-Play purposes.
What would people think ofthe addition of a"Domesticate"ability which would limit the HAM and damage of a creature as well as cause the creature to stop growing at CL10 or so?
Or should we CHs have exclusive access to certian types of animals as pets (even if only for RP purposes)?
I'll admit I like the novelty of my leviasquall (a CL19), but I get asked by so many non-CHs if they can have one, and I always have to say "no".

I have a creature with 99/99 vitality, is there anything i can do to fix this?

Unfortunately not.
One thing i wold like to do is get whoever is making all these bullsh1t decisions, string him up by his you know whats and repeatedly kick them there.
