The Dewback should still be mount trainable.
The only pet that you must stunt it's growth to train as a mount is the Giant Carrion Spat.
All other pet mounts are able to be mount trained as soon as they have reached a certain growth level (usually around level 8 for most pets but it does vary).You should be able to mount train them any time after that level no matter what their CL is, even up to full grown. I have mount trained all kinds of adult pets so you should be able to train that Dewback.
What level is he right now? Maybe they increased the CL level for some mounts post CU? Who knows? /shrug

I believe the animal is a BE pet. A BE CL10 animal will not grow large enough to be a mount in many cases. A BE CL70 animal will grow too large to be a mount in many cases.
I have read, (I've not tried this myself) where a high level animal was trained mount before it was full grown, only to lose the saddle when it became full grown.
BE pet sizing based on CL has created a lot of problems and has added very little fun to the game. This is probably why it was implemented.
If a pet ios losing it's saddle after having benn mount trained and then growing to large then that is another BUG that should be reported in game, as futile an exercise as that is atm.
A pet should never lose it's saddle after having been mount trained.
