Kreetles and nunas can give abilities L1, and I have found L3 on a cl60 and cl 63 creature. So nothing is written in stone.

i've tamed a c2 durnie with specials

just forget about the time line it nolonger exits her hasn't for some time. we're in a virtual star wars universe and it our time line not the movies. so its what we make of this universe ourselves. once this is realized then you'll start having fun

i tamed a lvl 50 rancor with L2 marring storm, lvl 65 reptilian flier with L2 hamstring attack, and lvl 63 brackaset male with L2 thick skin if that helps out anyone

I tamed a level 1 dwarf nuna with level 1 knockdown. At baby size, dwarf nunas are about the size of a PCs foot. And they can knockdown things? -_-
If you're just looking to grab some level 1 powers, just wander the wilds of the populated planets and tame everything. You'll find skills left right and center.
