I think you can tame up to level 15 as a novice. I have two level 14 pets at the moment ( level 14 when they are full grown. Level 7 at the moment.) You can only tame the babies of course and have a limit of two pets.

at novice ch you can tame up to level 12
then for each first (and second) box you get a +2
(means a ch 2-2-2-2 has a max cl of 28)
the taming wild creatures mod should states how good you are at taming (meaning you'll tame a baby in more or less tries)
