No, because the system doesn't work that way for all creatures. It will exchange a natural CL 11-15 creature for another natural CL 10 or below creature. In the case of a cu pa, it will take the CL 11 cu pa and turn it into a kwi. The problem of course is thatthe kwi isnot a mountable creature.
I think a mounted CL 14 bantha turns into a mounted CL 10 lesser plains bol. But then you have a lesser plains bol you can ride around, not a bantha. And people want to ride banthas!
The program has no exact exchange. A CL 15 cowardly gurreck, handed in on the exchange program, turns the creature into a CL 10 lesser sludge panther, a cat, but not the wrix/gurreck model cat, because there is no CL 10 or below wrix/gurreck model cat in the game as a natural tame.

shouldn't it be that if they were BE'd pets, they should be sent to the BEs, mentioning to get a BEd pet?
Well, the point here is, a CH MUST be involved in the aquisition of a mount, be it a natural critter or a BE created critter. Only Pack Masters and MCHs can train a creature as a mount.
