When I found mine I stayed near a river and looked for a dead log for whatever its called. They appear as yellow dots on your radar btw. Good luck hope this helped.

On the grassy plains around the Imperial outpost.

I found 2 of mine around the imperial outpost (can't remember the direction) and the other 2 about 2kms NW of Dearic.

I had 2 when the 12/4 patch hit, they got nerfed. They are not much good now, could not sell them so I deleted them. But if you want them, if I remember correctly, they were west of the Imperial Outpost on a flat by the river. 2 came out of the same lair.

I have seen babies everywhere lately...

I found all three of mine in a van DOWN BY THE RIVER. Just find a ranger and have him track one for you.

I got my Minor Sludge Panther last night (first pet btw!). If you head south east(ish) out of Dearic, you'll get to an area that's pretty much swamp land - lots of small pools of water and some murky graphical effects (gets darker). If you get to the big canyon then you've gone too far. You can see the area I'm talking about pretty clearly on the CTRL V world map.

While I was there I saw spawns and lairs for all types of Sludge Panther, from Minor through to Greater and Famished.

I spent a lot of time on Talus last night, this on Ahazi, and ran into a few sludge panthers SW of Dearic.

However, the planet seems to be for the most part empty. Just not many mobs there at all, of any flavor. Ran across one spawn of huf duns, and two of torturs. There were, as should be expected, a bunch of mutated kahmurras around the kahmurra research station, and some mites around their cave, and a bunch of sludge panthers and greater sludge panthers around the lost village. But to and from? Mission lairs, mostly, and only a few natural spawns.

Come on guys....just go to the "Swamp" just SE of Terra Nova. I had 11 Greater Sludge babies (three in one lair) and several Minors and Famished also. If u see a lair with no baby just waypoint it and come back in a few minutes, There is also the "new" Mire Maurader out there and they are fast...speeder fast ...for 200M. They have to be 51+ with light armor and very high resistances. Probably comparable to the Stalkers on Correlia.

Terra Nova? Is this a player city? If it is, only people on your server (whatever server that is) would have the slightest clue as to the location you're talking about.
