Here is my question......If a bh takes a mission on jedi, and said jedi refuses to engage this bh for means of not wantin to lose any xp due to death and cloning, and the said bh refuses to leave and has the jedi more or less trapped inside a house, guild hall, private structure etc. The jedi considers this to be keeping him from experiencing the game and his play of character. Is this considered harassment if the bh will not leave or drop the mission? Have many people i hunt with that ask this and thought id find out for us all.

No more than the Jedi is harassing the BH by denying him the chance to complete his mission.

It would constitute harassment if said BH stalked someone for day after day. Since now missions will expire after 3 days, methinks that is the "time limit" beyond which something like that would become harassment, and warrant CSR ticketing.
Of course, in my case I prefer to just send the BH to a cloner far far away (the one in my city is never an option) and be done with it
Jedi, however, are under Z E R O obligation to provide content to a BH, terms or no. That is written nowhere in the TOS. And if a BH violates the TOS sections on harassment, mission or no, he is still breaking the rules and should be subject to action. Having someone's mission is NOT a license to break TOS. I only ticket BH's who send out excessive and offensive "hate tells". They deserve it.
Fortunately, Pub 20 should remove a lot of the potential for griefing that the terms can be, and often are used for currently. It simply won't be possible to hold a particular Jedi's mission longer than 3 days. It might be weeks, or never that you randomly get them again. This is a -GOOD- thing for all involved. BH's can't be accused of deliberate harassment, and Jedi can't be purpousefully targeted by rival guilds, enemies, etc. Furthermore, a Jedi has a way to AVOID the terms entirely by smart play and still make progress, so it can be argued that a post pub 20 Jedi who is on the terms, is there because they ASKED for it...
