I'm pretty sure that droid is really a clandestine monitoring device placed by the Empire to keep tabs on Tatooine. He never actually seems to accomplish anything and he's always in the same place. Someone must be running by and recharging his battery too but I've never caught anyone at it. Very suspicious.
