Any player that has placed factional bases on the edge of a zone map, where the entry is not accessible by other players will be in danger of being permanently removed by Customer Service starting March 5th, 2005. This is considered as an exploit and players will not be reimbursed for bases removed in this manner.
I think this needs rephrazing. Both in Tiggs' message as on the launchpad. It's obviously the bases that are in danger of being removed, not the players.

The way I read it is that anyone caught exploiting basses will be removed from the game.

Pure logic. If it's the players that are being permanently removed then they wouldn't be able to be reimbursed for any deleted bases.
And to prove that, this is what Tiggs message now says:

Due to the fact that the exploited faction bases can not be moved by the player, anyone that has placed a base on the edge of the zone map so that entry is not accessible has two days to ticket and have the situation rectified by a CSR. After March 5th, 2005, improperly placed (exploited) bases, we will be removed without reimbursement.
