Just wondering if there were any weapons that non-commandos can use that give heavy weapons xp?

To really judge whats what, judge on a profession's combat mods and XP needs.
BH has general, so they only have Carbines, pistols, and rifles (Czerka, Scatter Pistol, the lightning rifles). Likewise they take each respective experience.
Commando is the *only* profession that has both HW mods, and HW xp requirements. Our weapons are a bit unique than the normal 3 ranged types, and because our weapons = our specials...they're uniquely commando. All HW weapons that dole out xp/require HW mods are gained exclusively through the profession.

we used to have a pistol that gave out heavy wep xp, certed at novice that used pistol mods. 
even if you had only master marks, and no other pistol mods, it was a lot better than using a weapon you had just +10 acc for.
Oh yea, I had one, named audri's pocket rocket...... and it got nerfed to high hell from the CU.
