ach! hit enter! what i mean is, do mods like +5 block or +5 counterattack still work if i have a heavy weapon out?

Some do yes. The ones that don't are ones tied specifically to an archetype (like unarmed toughness isn't going to do a thing when you have a weapon equipped.) But like the precision strike tree in TKA does apply in all defensive circumstances.

I was mainly asking in reguard to +dodge +block or +counterattack. Think I found my answer and saddly its a no
