if you dont already have one launcher pistol first, then id recomend a FT and get the HAR last

my advice is to not even get a HAR at all until they fix them.

I would get the Launcher Pistol and the Flamer Thrower at the same time. I have been hunting Snorbals on Lok and find that my initial attacks with the Pistol are great. Apply Healthshot1 and Healthshot2 then run and then Warningshot them away. Once the Snorbal starts coming back he slows to a crawl. This gives me the opportunity to take out my flamer and inflict some serious damage from 20m away or so.

When looking for your flamethrower, first check the galaxy-wide baazar. I found a 427-819 3.3 speed flamthrower for 3k (i assume b/c owner wanted damage slice) which is great if you dont have 20k+ for the weap and slice. I also bought 3 LLCs that where auctioned by a weaponsmith as advertisement at 50 cred auction by bidding 3k immediately (b/c they will themselves bid 3k and lockout other bids) unless they are smart then they just throw it in as an auction at 3k.

Absolutely get the LP first. At novice level, you won't be able to hit the broad side of a barn with your FT. It's not until the third box of FT that it becomes better than your LP.
