I have come across 3 Heavy weapon accuracy skill tapes which would put me up to the cap, but have heard that they dont work currently, is this correct and anyone knowif they are going to be fixed. They are only 1.5 million would it be worth buying them and keeping hold of the just incase it gets fixed.

It is true that they are not working currently, and that they may be fixed in the future, but there is no guarantee.
I wouldn't bet that much money on something that might get fixed.
