No, that means that specials take 4 time longer to execute and cooldown then normal attacks.

I don't know if this has been asked before but does anyone know a website where I can find a calculator that will calculate how fast I shoot with a certain speed flamer?

The formula is:
delay = (specialdelay * weaponspeed (100-speedmods))/100
The delay on flame thrower specials appears to be 4 universally. That is for when using specials. Just drop the special delay from the equation and it works for your auto-attack. This is also the speed formula used for all professions. Quite handy to have memorized.

So all flamer specials are 4 seconds? That doesn't make sense.

The delay mod is 4 on flamer specials. Throw the #4 into the equation where it says special delay. Thus:
weapon speed = ( 4 * weapon speed (100- speed mods))/100
That is when you use flame single or flame cone.
Your normal attacks would be:
weapon speed = (weapon speed (100-speed mods))/100
That would be the auto-fire without specials. This is the same formula for any weapon speed in the game. Although it is capped at 1.0.
