Is there any ammo to recharge Rocket Launcher, Heavy Particle Cannon etc???

Or When the charges go off we have buy a new weapon?

You have to buy a completely new one, so use those charges wisely.

i think they need put ammo, i think anyone can waste 30k every 200 shoots

They just don't want it to turn into Quake. Understandable, but ammo would be a nice feature, maybe just make it less expensive than a whole new one, but still really expensive.
