For those that may be confused about some of the aspects of mitigation, there is a nice Q&A with one of the combat devs over on the pistoleer forum. The link is:

Pretty informative, and I was unaware that mitigation has no affect on minimum damage. Definitely worth a read in preparation for the upcoming changes to combat.
