Yes and as artical #235-b3 states "Only time a Commando is allowed to Not go commando is when operating in swampy contitions and visits to your mother"

There are definetly times when going commando is bad. Like when your on Tatooine or Lok and wearing a metal based or otherwise heat-conducting armor.

I tried using padded armor, but found out that it doesn't breath and chaffs horribly. Been laid up in the medical center for a week after.
