Sorry if I'm being stupid here, but I'm a bit confused

I'm an MBH/M.commando. Always liked the big guns but always wanted to be a BH. Naturally, I 'respecked' ASAP. Problem I have is that firstly I don't seem to get any benefit from my heavy weapons accuracy/speed boosts (and the Heavy Weapons Defence either)- is my game bugged? I also noticed that all the beam weapons appearas rifles......which doesn't seem right to me.Secondly the damage on the weaponary seems very low when compared to some of the higher end Carbs/pistols. I mean, rocket launchers only doing up to 350? Whats up with that? I appreciate perhaps its not just about big damage but DPS is just abysmal.

Could any of you guys explain how Commando works now? It seems deeply broken to me, but I don't hear anybody else mentioning these things.
