Isthe Rocketlauncher pistol speed dependanton the pisitol speed skillor the der Rocket launcher speed skill when I use pistol specials?

I presume you mean the Launcher Pistol and not the rocket launcher.
If that is so, Then yes the launcher pistol speed is dictated by your pistol speed obtained through marksman or pistoleer.
I just picked up Commando 2 days ago and was having great fun as a Master Pistoleer, Master Smuggler and Novice Commando. Doing Low Blow, Panic Shot Last Ditch all at the speed cap was quite good fun.
Also going to the Genosian Bio Lab and using Fan shot was great.
Sadly I have had to drop Master Pistoleer to continue up commando, but I can still use fan shot at the speed cap.

I have pistol 0044. And dirty fighting 4. Can i use last ditch at he cap?

It depends on the speed of your gun and whether or not you have any clothing/armor that adds to the pistol speed. Most launcher pistols tend to be in the 2.3-2.6 speed range, and I seem to remember 0044 pistol would only give you like 60-70 speed? (Can't really check the trees atm, I know it's 79 at M.Marksman, M.Pistoleer). Unless you get a great speed slice I doubt you'll use a Launcher pistol at 1 second with last ditch, you really need either M.Pistoleer and some skill mods, or M.Pistoleer and BH Pistol line to get the speeds low enough to fire it fast.
And personally, I'm M.Pistoleer M.Commando I'm aiming for the armor attachments to get my pistol speed up so I can use a 2.6 speed LP damage sliced instead... it's far more valuable than a speed sliced in my opinion, although a bit more difficult to get to the same speed.
