For PvEit is possible to get good Padded Armour, Mabari or even other types made if you can find a good armoursmith who will take the time to make the for you.
For PvP you are pretty much stuck with Composite, at least for the helmet, gloves, boots and chestplate. You can sub in different type for the other pieces because they get hit less but you are taking a chance. Padded arm peices look cool and Mabari pants look not bad.
RIS can be ok, but it is very exensive and hard to make. Plus it is natrually vunlerable to stun and acid damage. It can be made to protect stun and acid but at pretty low levels and at a cost of base protection and encumberance. RIS is cool because when the proper loot is used to make it, it can be made very light with high kinetic protection and possibly high base. That being said, if I see someone with RIS on in PvP I go straight for my Disruptor Rifle and they can kiss their asses goodbye.
Properly enhanced Padded armour can be ok for PvP but it will be weak against heat, acid and stun. But the lookin' good and cool factor is there.

same reason we all chose commando to begin with.
Image is always more important than functionality.

Ham doesn't matter to use because our FTs have 75 heath 17 (or so) action and 17 mind cost. with a set of doctor buffs you wil never take damage from useing a special even wereing full comp. I were cheep kin armor when I'm PvEing for low level stuff, mostly to harvest meet for my Doctor alt, because it's cheep. when I pvp (ha!) I use comp. got some nice stuff. like 44% stun If I recal corectly.

CU stands for Combat Upgrade, which is the game overhaul that the developers are in the process of making available for testing.
