Where is the best place to find heavy weapons and what lvl do you need to be to use the h. weapons

Look at the global vendor search at any bazzar.
Go to the last tab, go down to weapons, select rifles or heavy weapons or Special heavy weapons and browse to your hearts content.

My personal advise:
- get a group and do the secret of the syrens quest. The slaver boss always has a nice drop, with some luck it's a good blackscale accid launcher. (My guilds commando got one from there and immediately fell in love with it...)
- if you don't get one there, find a group for avatar and make it clear, looted acid launchers are yours...
Didn't see anything comming close to a good one of those yet.

ok so what level do you need to be to use heavy weapons

it verys, and you need to have the specific skill box tied to the weapon

Launcher Pistol, the only Heavy Weapon you are certed for as novice Commando.
Or I should say the only weapon that gives Heavy Weapon EXP, does it take HW mods or Pistol mods?

Luacher pistol- Lvl 14, Novice commando
Heavy Acid Rifle- Lvl 22, Acid weapons 1
Rocket laucher, Lvl 22, Incindiary weapons 1
Thats all i know.
