I was playing with rockets this weekend and came across some weird stuff. Rockets looked like they were hitting everything in the AE radius, but they weren't doing any damage to anything except to what I had targeted. Is this a known bug, or just a part of how commando works? I can post some screenshots if needed.

Here they are
Here's the first one. Killed the npc I was targeting and the other appeared to take damage, but didn't. It also didn't aggro on me. Went in with the flames after that shot and he died in the "normal" way.
I was curious so I tried again. Also saw this and this. The last one is a rebel medic who supposedly was lit up for 5836 of base AP3 dmg. A medic. Again, I killed the targeted mob and nothing aggro'd even though it looks like they took dmg.
This isn't a lag thing. They're just not taking the dmg.

I can't believe you even hit them. I'm at heavy weapons III and I've never connected with a rocket. (Worse, it's a looted one with 13.1 speed
)

We've got a pretty good weapn crafter on our server. He's been putting alot of effort, and good resources, into commando weapons to see what can be done. I thinktherockets he makes have a +25 range mod at ideal of 48m. It might be higher but that could be the particle beam cannons. I'm also a master commando. Good enough to hit weaker npc's. Worthless on other players of course.

Where the other npc's agroed when the rocket hit? AOE only hurt other npc's that are in combat. So if you shot a rocket into a group of npc that where not in combat then only the one that you shot at will receive the damage.

No it doesn't. I've taken out whole mobs of NPCs that were completely unawares and their combat bar never appeared over their head. Just the scream o'death and gameover for them. And I always take out Tuskens that I'm not fighting when I use /flamecone.

Thats your problem, you need to be a master to be fairly accurate with them (I've hit a Juvy Krayt 10 times ina row, health every time, killed it). Also, looted ones aren't good.

Yea, Im a master commando and have hit stuff at the ideal range kneeling and aimed after each shot. Like 80% of my shots. Master gets a huge bonus i think like 25-35 accuracy on the rocky? forgot the exzackt accuracy though.

Okay I saw damage appear in combat window, was it not actually deducted from that HAM? If not I'll bring that exact problem up to the Dev's, because it would defiently need to be looked at, also don't forget to /bug it.
