I hunt a lot with my city and have noticed the same thing. Every once in a while depending on how large the animal is I think. I will hit with flamesingle2 and teh animal will take no damage at all but will get the DOT. This happens a lot with Bolles on Naboo I have noticed because I have been hunting a lot of them the past 2 weeks.
Usually it is on the first strike that I see the problem.....
Another funny bug is that when destroying lairs and using flame single 2 I mostly hit the lair for 9-14k damage and it goes boom but last week I walk up to a lair kill the animals and hit the lair with flamesingle2 and the system msg read as follows....
You hit Rocky Shelter for 72862 points of damage.
ROFLMAO! That was one un-armored lair.
I have noticed, somewhat of a consistent possible error with flamecone. Usually when I attack those stormtrooper patrols in the wilderness (they sure line up nicely hehe)
After checking my logs, I saw a flamecone hit 10 storm troopers with a rough average of 4500-5000 each (nice hit by the way, didnt miss a single one) Yet, only the exact target took the damage, and the others only got the dot. This has happened several times but it is not consistent.
Using cone on tuskens in the fort works properly (I think) I had a warlord targeted, used cone and killed the commoner behind him. The warlords are pretty resistant to flame and the battle was moving fast so I couldnt check the numbers above the head.
It takes time to gather info like this, trying to notice everything and not die at the same time...

This happens when you start combat with that special. If the others are not 'engaged' with you, only the initial target takes initial damage.
To circumvent, fire one normal shot, which will draw aggro from all surrounding troopers. Then fire the cone, and hope they didn't move. The ones effected will all take both the initial hit and the DOT effect instead of just the DOT.
