1148 is the crafting cap, and 1137 is indeed the slicing cap. The OP is including his elemental damage in the damage range of his weapon, resulting in an overall damage range higher than the caps placed on energy damage. Nice torch by the way.

Expressed as a total damage range, this would be 557-1267.
The problem with expressing the damage range in it's entirety in this fashion, is that elemental damge isn't energy damage, and will more likely than not be hitting harder than your energy portion, especially in PVP.
Example: Vs. and opponent in Assault armor, 7000k/5000e/6000spr, wearing a psg for a total resistance to your ranged energy attacks of 7k, but only 6k vs the heat portion of your attack. Vs this opponent, the PFT I've listed behaves more like an energy weapon with a damage range of 583-1294. Against higher res vs energy oppents, the differences become even more telling. In the end, after a great deal of testing, the ideal PFT should IMO, grant the user a modified speed of 1.5, and put as much minimum damage on target as possible at as closeas possible to 100 SAC.
Since so far I have been unable to make attacks with a PFT faster than 1.5 modified speed in any of my testing (my Heavy Weapons speed is 160), I would strongly encourage anyone looking to have a custom flamer done, to figure out what 2% and 12% beyond the minimum speed requirements to hit a mod speed of 1.5 are, and then decide whether to ask the smith to hit the damage or speed experimentation based on those numbers.
