How is this thing used? Or is it one of the many things wrong with our profession? I've crafted one but can't figure out what to do with it.

Read Garibaldi's posts that are stickied.
Basically the crafted items in the commando tree are relics from beta when commandos needed some weaponsmith XP to get commando. They'll be coming out at some point.
