Is the accuracy on launcher pistols dictated by "heavy weapons accuracy" or "pistol accuracy"?

There's no such stat in the game known as "heavy weapons accuracy", all of the commando's weapons have individual stat modifiers, except for the LP, which uses pistol accuracy and pistol speed.

Another thing that bothers me is the LP has no armour penetration! Isn't that a "tad" weird?
