Sorry to burst your bubble but skill tapes such as this which give a 'Heavy weapons' bonus don't actually improve anything. Mainly because there is no 'heavy weapons speed' or heavy weapons accuracy' skill mods for the commando. I picked up a heavy weapons accuracy tape for 3k on the bazaar about 2 weeks ago, when I hit commando i realised that it's enhancing a non-existant skill since all of the weapons have unique and induvidual skill mods. Flamethrower has flamethrower speed and accuracy, same for the HAR, the rocklauncher and all of the other disposable weapons.
This skill tape your selling is a complete lemon and of no use.
yep tal-n is right it dont work i wish it did tho i hvae +25 +25 hw acrucy typ and a + 15 hw speed
and another one for +5 hw ac and +15 hw ac and + 30 speed 
if they ever fixed it i would be useing my flamer so fast and never missing
In any case i guess thats a plus for you guys because as of yet I havnt been able to find any commando skill tapes. The only ones if found were for melee classes and the occasional misc. one.
I cant say i didnt find any commando tapes, I did find one but ironically enough it was in a loot pile that said i didnt have permission to access it. 
The reports are correct...I got myself a heavy weapon skill tape awhile back...did some research...apparently back during beta test commando's only had heavy weapon accuracy and heavy weapon speed regarding all our weapons...then after beta these skills were divided up into flame accuracy, flame speed, acid accuracy, etc...The skill tapes that are +'s for heavy weapons are throw backs to the beta stuff...
I'm still holding on to mine though...you never know what change the dev's might make next...lol...
Hey all you commando's out there, I found a +1 heavy weapon speed clothing tape on the Tarquinas server today. If any of you want it either send me ur offer via email in game or make a offer right here on the boards. Remember, u can wear a socketed shirt under all that armor!
