Is it possible to stack flame DOTs like it is to stack, for example, healthshot1 and healthshot2 from pistols?

According to posts from the devs this is not supposed to be possible however i can still stack flamecone 1 and flamesingle 2 and have it's health burn twice every 8 to 10 secs so I guess you can.
