From what I have heard ( I personally have not held a Rocket launcher yet as no one can me them on my server and paying FP for one that is sub par is not an option), it takes 5 sec for the animation to the actual firing of the Rocket Launcher. Then 8 secs for the reload, then 5 sec again to fire the 2nd shot.
So answer is: roughly 13 sec between 2 shots.

How long does it take between the moment I say shoot and the time it shoots? There's an animation that shows the character kneeling and stuff, right?
I guess what I really want to know is, what is the time between two shots of a rocket launcher? How quickly can it be shot?
