The best Planet to Heavy Weapons XP, reallly for all Commando weapons, is Naboo.
No particular city.
Just keep your eyes peeled for the Mighty and Treacherous CHUBAs. They are your target.
These creatures have beenspecially balanced to give you the most challenge for your Commando weapons.

I ve tryed to kill many animals on corellia with my flame thrower, from very difficult to very easy targets. I would have to say that "Crazy Durni" give the best HW exp. I takes around 30seconds to kill and it gives around 323 HW exp. And you take minimal damage to your self. Crazy Durni only have around 400 HAM.
Note: I find killing Crazy Durni gives me more HW exp than killing more difficult targets, and they give you less HW exp. for example a Humbaba wich has around 800 HAM and gives around 250 HW exp.
heh, first tell where you can get a heavy weapon to get the xp ! 
Currently, HWxp is out of balance and needs to be (is apparently) addressed. It's not in line witht the rest of the weapons available.
