I don't think this is the answer. It would unbalance the classes by putting healing skills into the combat trees. After all, Pistoleers can health bleed, but they can't stop someone else from bleeding.
I think they should give the certs to a Master Medic or Novice CM and Novice Doctor. Squad Leader should also have access to the cert. But it should not be a "fire this and you're not on fire".
Fire doesn't work like that. Heat sticks around and does damage. It should decrease severity when used, same as First Aid does to bleeding. But using FlameSingle2 should be harder to put out, and require more applications of the Extinguisher than FS1.
This could also fit into stacking. Instead of stacking 3 DOTs on one target, why doesn't it just increase the severity of the current DOT (like all others do). A Rancor has a vicious health or action bleed, and if it hits you with it 3 times, you lose a lot more, and Master Docs need 2-3 applications of First Aid to stop it. Stacking 3 different bursts of flamable goo should do the exact same thing.
instead of issueing fire extinguishers to just one class, how about issue them to NO ONE! why? cause its a lame idea to begin with.
