Does anyone know if you can wear pants under the composite leg armor the way that you can wear a shirt under the chest armor?

but you do not need armor pants....so just wear the be clothes

Not wearing pants under your composite...wouldnt that get a little (or maybe a lot) itchy?

hmm not to sure on this one. Try not wearing armour pants against a target that uses a pike.... leghit3 anyone
If you only wear a helm, chestplate, gloves and boots then yes you dont need to wear the rest of the suit. But if you slip on a bracer or bicep etc then you can take damage uneffected by armour at locations without armour...
Mini suit rules at the end of the day.

for full coverage you can wear:
helmet; chest, gloves, boots
if you wear ONE armpiece you will have an armorhole for the three other, so it's all four or none
BUT
this doesn't mean you also have to wear armor pants

PS: I wear a 4 piece suit except when grinding as my pistol tapes are in bracers/biceps, I only wear pants (sometimes)in pve to spare my boots lol
