My LBC specs say damage caps around 700 but I only get those numbers with specials. Has anyone run into this? My default attacksmatch the minimun damage outputevery time. Am I using bad weapons or is my toon broke?

Combat damage is NOT random. With the same specials and under the same conditions, you'll get the same damage every time. Sounds like you just happened to find basic attacks that happened to match your min damage.
