I just had a quick question. Do the skills from the rifleman tree help the HAR at all or is it just considered an heavy weapon

No, the HAR is just called a rifle. Actually the only real differences between the flamer and HAR are the range modifiers, acid special move w/o dot, damage type, and stats. I dont see why they have two seperate trees for these.
