All lootable "Heavy Weapon" skill mods are throw backs from a time (during the beta of the game) when Commandos used ONLY generic Heavy Weapon Speed and Heavy Weapon Accuracy. Sometime before the game actually launched, Commandos had all of their skills made "specific" as in Flame Thrower Speed, Heavy Acid Rifle Accuracy, Rocket Launcher Speed, Heavy Particle Rifle Accuracy, etc...Our skill mods were made more specific, but our lootable mods didn't follow suit and the generic versions continue to drop to this day, but since they cover skill mods that don't techically exist anymore, they are non-functional. It is PURE rumor that they blanket our various specific mods and have been confirmed by the Devs/Programmers to be non-functional/broken.
Because of all of this (and other issues) we have convinced the Devs to take us BACK to generic Heavy Weapon Speed and heavy Weapon Accuracy on all of our weapons with the Combat Upgrade and thus, if things do indeed go this way (things are always "subject to change"), then our lootable mods will start working again.
So basically what I am saying is that the current plan is to fix this with the CU, but of course nothing is ever certain in this game, so it's still a gamble if you are buying them or sitting on a stash...We never know what the Devs/Programmers will decide to do next...Personally I have my own little stash I'm sitting on waiting for the day I can use them.
I hope this all makes sense...
