is it better to have a spd sliced or dmg sliced flamer when all i want to do is give the target a flame dot while someone is doing the tanking? like if we were in the DWB which would be better to use?

damaged sliced hands down. In PvP I tend to go toward speed so I can get the 4 dots ticking before I have to run or play dead.

I prefer speed. I have a 2.2 speed FT and you can deal a lot more damage hiting every two seconds compared to every 5.

really it's the players own preference.
In certain situations i'll use my speed (most of the time)
in others i'll use my damage

yes, the higher Max the more the dot will tick for. however the lower the speed the faster you'll fire (du..) as we never speed cap with the mods from the prof.

I use 2 flamethrowers. One with a damage slice and one with a speed slice. I lead off with the damage slice usually in a flamecone2, then switch to the speedslice and finish the burnination. This gets me a good heavy tic and the quick follow up shots.

Depends....
In a PvE situation, depending on your own player speed mod, it may be beneficial to use a speed sliced weapon (and including a speed powerup - although none exist for flamers) for loot rights, and/or killing the target faster.
There are many times when a speed sliced weapon vs a damage sliced weapon does more damage over time....This is effective in PvE and PvP.
You have to look at your player speed, and the weapon speed, take the specials delay/damage modifiers all into consideration.
As of right now, I prefer a speed sliced flamer. The quicker I can execute the special, and free up my combat queue to do other things (such as heal, or spam /stand because I have been dizzy/kd'd, stop bleeding), because the speed at which you execute specials affects the rest of your gameplay.

Exactly....And therein lies the problem...
My rifleman can pop you in the head 4 times in that time frame, and heal once IF you manage to hit me.
Hell, my pistoleer can hit you with /bleedshot; /torsoshot; /healthshot2; /eyeshot you and heal in that time frame. And since you are in melee range, I can pistol whip you down to the ground while dodging your flamer and commence to spamming eyeshot with my 600 damage geo pistol, or650 damage DE-10.
