Well I'm not sure if it will help or not. But I was having problems with CTD's myself. And just from my own curiousity I checked my Hard Drive and ended up running the Disk Defragmenter, after running the Analyze I seen my hard drive was seriously fragmented. I then ran the Defrag (took almost an hour with my hard drive) but afterwards I was able to enter a NPC City without crashing.
Depanding on when you last ran Defrag it might be worth the shot, since several of the patches for the TC have been quite large. Patch 15 was 104 megs, 15.1 was also 104 megs, 15.2 was 76 megs and patch _skul_15_00 was also 76 megs so really everyone on TCEP3 has added over 350 megs of data to their hard drives over the past 3 weeks some of which has been redone and re-downloaded. So that can leave the data on your hard drive pretty fragmented, and could be one of the causes of the CTD problems.
