I got a "Heavy Weapon Speed +8" clothing attatchment. I put it in my shirt I always wear. Does this work for all heavy weapons IE flame thrower, acid rifle, etc?

Heavy Weapon mods are broken...currently they don't effect any weapon in game...it's a known and confirmedissue by the dev's.

After the Dev's fix it, will it affect the FlameThrower, Heavy Acid Rifle, and the Special Heavy Weapons?

Depends on how they fix it. My guess is that they'll add skill tapes for "Flamer thrower accurancy" and "rocket launcher speed" and the like, but who knows.
