Commando Archive

I've got 0/1/1/1 in Commando and Novice Rifleman. According to the Certification list in the knowledge base there are some weapons certified to those boxes of Commando, but they are also certified to Level 22. WITH those boxes I am only Level 20. Is my character bugged? Is it a "DOH" Brain Fart moment for the devs? Just a plain "You have to HAVE this box but you don't get it AT this box." S.O.L kinda thing?
