I used few proton grenades and after a while I was surprised that the damage wasn't high so I had a look at the log and I had a bad suprise : http://paclya.free.fr/swg/shots/grenade.jpg
(yes 10 damage on nightspider)

is it a known bug ?

That's because it says on the screenie you posted that you're not certified to use it.

If you know this then see it as a refresher:

Any weapon you're not certified to use will do very little damage.When certified the damage will become what is advertised.
