Another thing to remember is that Damage type is not the end all be all of attacks...as revealed previously, there will be new attacks that cause new effects that are going into the game...combine that with the new "action pools" and other changes, and Armor is just the tip of the iceberg...

All the defenses in the world, or even the best weapon in the world, won't be much good if you can't defend or can't attack...

From the PvE perspective, my take on this is it will be very difficult to solo high-end creatures because you will have to choose between being a tank and being a damage dealer. If you choose to tank, you won't be able to do a lot of damage. If you choose to be a damage dealer, you won't be able to wear heavy armor. So, a tank and a damage dealerwill team up. The tank withAssault (Hardened)Armor won't be able to use a lot of specials without damaging himself as well as the target. The ranged-weapon damage dealer, with Reconnaissance Armor (or no armor), will be able to do lots of damage from a distance, spamming his specials. If the target takes off after the damage dealer, he can run away at a fast rate. The heavily armored tank can only run very slowly. The tank will have a way of taunting the enemy to get him to turn his attention away from the damage dealer and back toward the tank. Everyone will want a doctor on their team too, to keep the tank alive. If Pistoleers continue to have short ranged pistols, they will have to be tanks. Rifleman will be terrible tanks but great damage dealers at a distance. Perhaps Carbinners will be mid-ranged, wearing general purpose Battle Armor. Commandos, of course, will be both great tanks and great damage dealers.

specials will no longer damage the person but their secondary stats

My response:

He won't damage himself in terms of the primary stats. But if he spams specials, his secondary stats will quickly approach zero. So, he won't be able to use a lot of specials. Right? The ranged damage dealer doesn't need the heavy armor and can spam specials.
