He starts all three (Imp, Reb, Neut). There is a point about halfway through when depending on what faction you are you go to different places and receive the different clone armor from Mort.

I haven't done neutral...but I know you have to talk to Jabba. So you'd need to at least get into the throne room...if not finish it completely.
