Thats actually a very good question. Truthfully, I don't know the answer.
I'd be willing to bet, however, that like all of the RotW weapons, you can buy them off a person who got them from the expansion. So unless they are WS crafted, I would say that Person A who has the Expansion loots the lava cannon. That person can now either A. Use the weapon, or B. Trade it or sell it.
To my knowledge i don't knowanyone has found the weapons in-game yet, from a quest or from a drop. So if they follow the trend of current rewards, they will be Bio-Link weapons.
But I'll have to ask in the Beta forums about it, maybe i'l get a dev response there.

If they are quest rewards, most likely they will be no-trade items, like most other items
