The changes to dodge, counter-attack, etc, were never in the patch notes as I recall. Least wise, it was not a detailed mention at all. It came in the last major publish though and has since been thoroughly tested and dev comfirmed. It's why dodge doesn't work with your flamer even if you have master pistoleer. You have to be using a pistol. Likewise, in order to use the fencer dodge mods you have to be using a one handed weapon.
