I have heard, but cannot confirm that some legendary weapons are found in locked containers. This is why I refuse to let any smuggler I do not know open any containers, thankfully there are a few smugs in my guild.

Most Legendary Weapon drops I've heard of came from looting Legendary Krayts or really nasty NightSisters...they are extremely rare and you are more likely to get an "exceptional" weapon vs a "legendary"....Legenary tend to be 1 weapon of that type per server (so if someone has a legendary laser rifle, then no other legendary laser rifle will drop)...Exceptional weapons aren't restricted that way and most I've seen come with extremely nice DoTs along with the damage increase...
