According to the data that Soar provided in calculating the damage with AP, it does appear that the DRX mines are better regardless of the target's AR. What do you mean that the mines only go off on AR0 or AR1 targets??
Even at AR0 and AR1, the DRX is marginally better but may not warrent all the extra materials/costs it requires over the XG. However, if the mines are going off on targets with AR2 or 3, it appears worth it.

Yeah mines work and they are a nasty suprise for the unwary enemy faction because 95% of all minefields are empty.
I have a kill count of 5 jedi that have died to my mines (that I am aware of)
well made mines with good damage power ups on them hit pretty hard.
