No need to shout. 
It's been confirmed that it drops of Nekrosis at the end of Myyydril cavern, but it's only a random drop.

The real question is, is it classed as a rifle or a heavy weapon?

It is classed as a Heavy Weapon. It has +10 Heavy Weapons Speed and +10 Heavy Weapons accuracy as mods. Also, when equipped it uses HW defense mods to add on to your melee and ranged.

Yes it is still bugged. You can equip it but not fire it. Wonder how long it will take them to get thier jollies off adding in new bugged content (i.e. MP vehicles), fixing icons, and fixing the quest that drops it.... but the damn thing is just a prop looking cool in your hands. Answer me one question Devs.... if Lightsabers would not function, how long would it take you to fix it? This is our ONLY non-AoE weapon at the moment that does any kind of master level damage and it has been borked since release so we are still a detriment to groups without it in high populated areas (read: all cave content that was implemented).
